Outdoors, wind is your biggest uncontrolled variable, so launch on calm days and alternate between your test conditions rather than finishing one first. For water rockets, water volume and nozzle size interact — change one at a time or you won't know which caused the difference.
Measure height indirectly if you need to: time aloft with a stopwatch, or compare against a building or pole of known height. Three trials per setting is the minimum; five is better.
